Senior Financial Specialist

Minimum Education: Graduate Degree or PHD (preferred) from an accredited college or university in related field.

Functional Responsibility: Provide comprehensive financial planning and analysis for the NOAA's Budget Formulation and Communications Division (BFCD) by setting short and long term strategic financial goals that help NOAA better manage those processes for identifying and acquiring its annual budgetary resources and linking them to strategic priorities and measures.

Candidate requires experience with the formulation of Agency budgets; developing overall budget guidance, reviewing budget proposals, and supporting justification and documentation; conducting program analysis to support the planning, budget, and resource management functions; identifying major issues affecting programs; and providing for the proper allocation and control of all budgetary resources as required by relevant statutes, and as specified by the Office of Management and Budget. Candidate requires strong communications skills and must routinely interface with NOAA Line Office staff and leadership, NOAA Headquarters staff, as well as NOAA leadership on budgetary and strategic priorities and performance measures.
